We invite applications to join BCMHSUS as Project Manager for the new Prince George Mental Health and Substance Use 72 bed Program that will be dedicated to the care and treatment of persons with serious mental health and substance use disorders.

 

Job Summary

In accordance with the Mission, Vision and Values, and strategic directions of the Provincial Health Services Authority (PHSA), patient safety is a priority and a responsibility shared by everyone at PHSA. Reporting to the Director, Clinical Lead, Capital Projects, the Project Manager is responsible for coordinating and delivering assigned Operational Readiness workstreams for the Prince George Tertiary Mental Health and Substance Use Expansion Project. Working closely with clinical, operational, corporate, and technical leaders, the Project Manager supports facility activation, occupancy, and opening by developing workplans, coordinating readiness activities, managing risks and dependencies, and monitoring project milestones and deliverables.

The Project Manager serves as the primary coordination lead for assigned workstreams, ensuring alignment with overall Operational Readiness objectives and supporting governance, reporting, partner engagement, and implementation activities. Working collaboratively with BCMHSUS, PHSA, Northern Health Authority, Indigenous partners, and other partners, the role enables subject matter experts to focus on operational content while maintaining accountability for project coordination, planning, and execution

Location: Prince George or Lower Mainland, British Columbia.

The position can be located in Prince George or the Lower Mainland. The role includes both virtual and onsite meetings, with travel to Prince George required on a regular basis. 

 

Duties and Accountabilities

The Project Manager leads assigned Operational Readiness workstreams and coordinates planning, implementation, and activation activities to support the successful opening of the Prince George Tertiary Mental Health and Substance Use Expansion Project. The role develops and manages project plans, schedules, milestones, and deliverables, ensuring workstream activities are aligned with overall project objectives, timelines, and operational readiness requirements.

The Project Manager applies project management best practices to coordinate activities across multiple teams and partners, monitor progress, manage risks and dependencies, and address barriers to implementation. The role supports readiness planning across clinical operations, workforce readiness, policies and procedures, equipment, technology, facilities, training, transition, and activation activities.

Working closely with clinical and operational leaders, project teams, PHSA, BCMHSUS, Northern Health Authority, First Nations Health Authority, the Ministry of Health, Lheidli T’enneh First Nation, and other project partners, the Project Manager facilitates meetings, supports collaboration, builds consensus, and serves as the primary coordination lead for assigned workstreams. The role prepares project documentation and reporting materials, provides updates on progress and risks, and supports governance and decision-making processes.

The Project Manager supports budget monitoring, resource planning, and procurement activities, ensuring effective use of project resources. The role also coordinates readiness assessments, simulations, occupancy planning, opening-day activities, and post-occupancy stabilization, ensuring compliance with organizational, regulatory, accreditation, and patient safety requirements.

 

Qualifications

A level of education, training, and experience equivalent to a Master’s Degree in Health Services Administration, Business Administration or relevant health care discipline with a minimum of five (5) year’s recent, related experience in project management and facilitating and managing consultation processes with a wide range of partners. Project Management Professional designation considered an asset.

Foster trust through respectful communication, active listening, and honoring equity-deserving people's perspectives on health and wellness. Commit to ongoing education and training on Indigenous health issues, cultural safety, and DEI principles. Participate in workshops, cultural immersion experiences, and continuous professional development to stay informed and responsive to equity-deserving groups. Provide patient-centred care that respects Indigenous ways of knowing and healing, respects BIPOC experiences and world views ensuring that care plans are culturally relevant and holistic.
• Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (The Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

Skills & Knowledge

• Demonstrates a commitment to beginning and continuing their personal learning journey related to Indigenous-specific racism and dismantling systems of oppression, as well as addressing racism more broadly. Shows willingness to articulate and share their learning experiences to contribute to a culture of motivation and inspiration among peers.
• Demonstrates foundational knowledge of the social, economic, and political realities of settler-colonialism and its impacts on Indigenous peoples and equity-deserving groups within social and health contexts. Understands the impact of social determinants of health-on-health outcomes. Shows a commitment to learning about and upholding legislative obligations and provincial commitments outlined in foundational documents such as the Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place: Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan, Remembering Keegan: A First Nations Case Study, the BC Human Rights Code, Anti-Racism Data Act, and the Distinctions Based Approach.

Job Type: Temporary, Full-Time (Until March 30, 2029)
Salary Range: $90,770 - $130,481 per annum. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
Location: Prince George or Lower Mainland, British Columbia.
