PRIMARY FUNCTION

As a member of the Lumeo Project Management Office, the Project Manager is responsible for leading and supporting the delivery of projects within Lumeo’s regional portfolio of hospital, provincial, and Health Information System (HIS) initiatives. The Project Manager ensures projects are delivered in alignment with Lumeo’s mission, strategic priorities, and operational plans. Working collaboratively with the Lumeo PMO, partner organizations, clinical and business units, and IT teams, the Project Manager delivers all aspects of project execution, including scope and deliverable definition, resource planning, communications, stakeholder engagement, risk management, and integrated change management across multiple organizations. 

 

RESPONSIBILITIES & DUTIES INCLUDE:

Project Development

• Collaborates with stakeholders to define project goals, scope and success criteria, contributing to tactical plans that support delivery of expected outcomes.
• Develops project artifacts (i.e. project charter) and detailed project plans; works with internal teams and leaders, technical specialists and regional stakeholders to guide the definition of goals, deliverables and scope to ensure clarity, accuracy and alignment
• Develop and deliver progress reports, proposals, requirements documentation and presentations to project sponsors and senior executives;
• Provides specialized project-related advice and expertise to client groups on the use and cost-benefits of information technology in business planning, and provides expertise for the development of business cases;
• Develops integrated project plans to schedule, prioritize, document, monitor and control projects throughout the project life cycle. Establishes priorities, accountabilities, deliverables and interdependencies; devises reporting methods, performance assessment criteria and metrics.

 

Project Management 

• Manages HIS projects through all phases, ensuring delivery against approved scope, schedule, budget, quality standards, and Lumeo PMO processes. 
• Develops and maintains detailed project plans, schedules, and documentation, while actively monitoring progress and coordinating follow-up on actions, risks, issues, and dependencies to support successful delivery. 
• Leads cross-functional collaboration, engaging technical teams, clinical/business partners, and regional stakeholders to define requirements, resolve issues, and maintain alignment throughout the project lifecycle. 
• Monitors and controls project scope and change requests, assessing impacts, supporting decision-making with sponsors or governance, and updating plans, schedules, and budgets to reflect approved changes. 
• Provides clear and timely project communication and reporting, ensuring stakeholders and sponsors are informed of progress, risks, issues, and overall project status. 

 

Risk / Issue Management 

• Proactively identifies, assesses, and tracks project risks and issues by maintaining clear documentation, considering clinical, operational, technical, and organizational impacts across partner sites. 

• Anticipates and troubleshoots issues, provides ongoing expertise, resolves problems, and improves project effectiveness; 

• Develops and recommends mitigation and response strategies, escalating items to sponsors or leadership when decisions or support are required.  

• Exercises risk management by providing recommendations based on an evaluation of risk and an understanding of business implications of risk. 

Resource Management 

• Provides leadership to project teams, external service providers and vendors; plans, coordinates and assigns work, establishes priorities, monitors performance and provides project management expertise; 

• Works with leaders and subject‑matter experts to assign project resources, validate task durations, and coordinate the timely engagement of technical, clinical, and business contributors to support project milestones.  

• Coordinates/participates in procurement process to acquire and negotiate goods and services by providing expertise and/or administering contractual agreements; 

• Incorporates resource forecasts and effort estimates into project budgets; monitors resource‑related expenditures and reports variances to the PMO Manager and project sponsors.

Organizational Leadership in Project Management 

• Supports the development and continuous improvement of PMO practices, including contributing to project management templates, tools, and guidance materials.  

• Promotes consistent application of project management methodologies by modelling best practices and supporting their adoption across teams and projects.  

• Provides guidance and informal coaching to team members and stakeholders to strengthen project management knowledge and facilitate effective project delivery within the department.  

• Assists in fostering a culture of project management discipline and collaboration, helping teams and leaders apply structured approaches to planning, execution, and issue resolution.

BASIC QUALIFICATIONS:

• Requires completion of University degree or equivalent 
• 3 – 5 years of considerable project position related experience required 

• Project Management Professional (PMP) designation as certified by the Project Management Institute (or equivalent) 
• Experience with Oracle Health/Cerner Millennium or other EHR system  
• Project management experience in clinical/hospital settings 
• Experience leading regional (multi-site or multi-organization) projects 
• Project planning, defining effective project scope and approaches, estimating, scheduling, measuring, monitoring, controlling and reporting, to lead projects or segments of projects; 
• Team building and leadership in order to engage the project team and ensure collaboration and focus on achieving project deliverables; 
• Determine client requirements, make presentations, prepare proposals, resolve conflicts, develop and sustain effective working relationships; 
• Discuss and resolve issues with stakeholders, including clients groups, business partners, internal committees and stakeholder groups, to address risks and benefits of specific solutions and recommend specific courses of action; 
• Manage problems and issues in all aspects of project development and management with a large focus on risk and issue management; 
• Proactively and strategically manage the human factors associated with organizational change; 
• Procurement and tendering processes to participate in acquiring, negotiating goods and services, and/or to administer contractual agreements; 
• Use of software tools to manage project tracking and reporting.

• Proven ability to attend work regularly.
• Satisfactory criminal reference check and vulnerable sector search required.
