Business Analyst, Project Management Office, BC Health Workday

The BC Health Workday Program is a provincial initiative with seven participating BC health organizations (FHA, IHA, ISLH, NHA, PHC, PHSA and VCHA). The program began in 2023 to implement a Human Capital Management System (HCMS) software solution as part of the BC Health Human Resources Strategy to transform HR services. Designed by Workday Canada, the new provincial platform will replace existing HR and payroll systems in the health organizations with a single, unified technical system that will standardize and modernize HR and payroll services. It is a significant transformation in BC and is vital to the sustainability of BC’s health system.

The Business Analyst, Project Management Office, reports to the Manager, Quality, Risk and Issue Management and supports the strategic and operational decision-making process of the team. The Analyst is responsible for supporting BC Health Workday project; analyzing data and performance metrics; managing audits and preparing financial models, data mining and budget/variance reports; implementing new accounting standards; developing policies and procedures and representing the project at various meetings.The role monitors and tracks remediation activities; collaborates with various invested partners to translate user needs into evidence-based measurable requirements and validates benefit data for the BC health organizations; builds and maintains dataset and dashboards, scorecards and analytic reports; provides structure to undefined/large-scale problems and develops solutions for the business; maintains detailed records of data handling activities and provides strategic and comprehensive advisory services which assist in improving accuracy, completeness and validity of data as well as improving reporting compliance. The Analyst, contributes to creating a strong team environment by fostering trust and mutual respect and supporting open dialogue on issues that allow for the optimization of projects and strategic goals.

Key Accountabilities

• Captures and translates invested partners needs into precise, measurable requirements that link directly to quality standards, risk controls, issue tracking, and benefits measures. Structures requirements in a way that is evidence-based and traceable, providing a solid foundation for QA, audit, and benefits teams to validate and act on. 
• Analyzes test data and performance metrics to identify patterns, gaps, and root causes that impact deliverable quality. Builds and maintains datasets and dashboards that allow the QA Lead to measure compliance with acceptance criteria and track quality trends over time. Provides data-driven insights that guide corrective actions and support continuous improvement. 
• Collects and validates benefits data from Health Organizations, ensuring consistency in definitions, formats, and timelines. Builds dashboards and analytic models that track benefit achievement against program targets, providing clear visibility into financial and service outcomes. Uses data analysis to identify discrepancies, confirm assumptions, and strengthen the Benefits Realization Lead’s ability to demonstrate value delivery. 
• Compiles, validates, and reconciles program data to ensure evidence is accurate, complete, and audit-ready. Develops analytic reports that highlight control gaps, compliance risks, and process variances, enabling the Internal Auditor to focus reviews on the highest-risk areas. Monitors and tracks remediation activities through structured data logs that demonstrate progress and accountability. 
• Analyzes data flows to identify where sensitive information is stored, transmitted, or accessed, and highlight areas of potential privacy or security risk. Maintains detailed records of data-handling activities that the Privacy & Security Analyst can use to confirm compliance with standards. Develops reporting tools and analytics that make it easier to detect anomalies or breaches and ensure safeguards remain effective. 
• Provides structure and order to undefined problems and/or large-scale problems, making them easier to solve, and uses systemic thinking in devising solution options. 
• Consolidates and analyzes information from quality reviews, audit findings, privacy and security assessments, and benefits tracking to create a single, consistent view of program performance. Provides cross-cutting insights that help the team identify trends, address systemic issues, and prioritize areas for action. 
• Designs and maintains dashboards, scorecards, and analytic reports that translate complex data into clear, actionable information for governance bodies. Delivers evidence-based insights that enable the team to present unified, data-driven recommendations to leadership and stakeholders.

Qualifications

• A level of education, training, and experience equivalent to a bachelor’s degree in business, health administration, or a related discipline and a minimum of five (5) to seven (7) years of recent related experience, including experience in project or program management, data analysis, and process improvement, preferably in a large, multi-site healthcare environment. 
• Ability to apply critical thinking and advanced analytical skills to assess complex issues, interpret data, and recommend practical solutions.
• Demonstrated knowledge of healthcare program delivery and governance processes across multiple health authorities and within the Ministry of Health.
• Proven ability to support large-scale initiatives through requirements gathering, business analysis, and the development of clear, actionable documentation.
• Strong verbal and written communication skills, with the ability to prepare professional reports, dashboards, and presentation materials.
• Skilled at communicating complex technical or program concepts in clear, accessible language.
• Demonstrated proficiency in advanced data manipulation, analysis, and reporting to support decision-making, quality assurance, risk management, and benefits tracking. Strong organizational and planning skills with the ability to manage competing priorities, work under pressure, and deliver within critical deadlines. 
• Previous Workday implementation experience an asset.

Wage: $76,111.00 - $104,651.00
The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience and would be in alignment with the provincial compensation reference plan.
