Role is focused on IT Service Management and digital enablement within a health authority (ServiceNow/process improvement, service transition, CMDB, patch/vulnerability management) and leads implementation/transition of digital health services across Fraser Health.
Fraser Health is seeking a collaborative and strategically minded Portfolio Manager, ITSM Transition Management to join the Service Management Office within Digital Enablement. This role helps shape how digital health services are safely introduced, transitioned, supported, and continuously improved across one of Canada’s largest and most complex health authorities.
Aligned with Fraser Health’s vision of Better health, best in health care, the Portfolio Manager provides senior-level leadership across IT Service Management practices, with a focus on Change Enablement, CAB improvement, Configuration Management/CMDB maturity, Patch Vulnerability Management visibility, ServiceNow process improvement, and service transition readiness. The role works closely with Digital Enablement teams, clinical and business partners, vendors, PHSA, NTT/Kyndryl, TELUS, and other provincial partners to improve alignment, reduce operational ambiguity, and support safer, more reliable technology services.
As part of the SMO, this position will help advance Fraser Health’s ITSM roadmap — to federate, innovate, and accelerate consistent service management practices — while preparing for the January 2027 transition to BC Shared Health Services. The successful candidate will bring strong ITSM knowledge, ServiceNow familiarity, excellent communication and negotiation skills, and the ability to lead through complexity, ambiguity, and organizational change.
This is an opportunity for a leader who can connect strategy to practical execution, translate complex service management issues into clear action, and help create sustainable digital health services that support staff, clinicians, and patients. BC’s health system is in the process of transformation. As part of the planned changes, certain IM/IT, Finance, and Supply Chain roles are expected to be in scope for transition to a new provincial shared services organization, BC Shared Health Services. Candidates applying to positions in these areas should be aware that, while the role is currently employed by the Health Authority, it may transition to BC Shared Health Services as part of the first or subsequent implementation phases. The intent of this transition is to support continuity of employment however, details regarding timing, process, and any impacts to employment arrangements will be confirmed as planning progresses. The Portfolio Manager provides senior level advice and guidance to Fraser Health executives within an assigned portfolio of Informatics which may include the development and implementation of application architecture. Leads and is accountable for enterprise-wide business and clinical information systems projects; manages timelines and resources; develops project budgets provides leadership to team members and facilitates service design, transition and operations management strategies. Coordinates the work of and supervises assigned staff. Coordinates the procurement and management of external services and devises strategies to ensure long term and maximum utilization of information and technologies.
