Role is focused on health data stewardship and quality, developing standards/frameworks, metadata and governance, and supporting healthcare data products and services at CIHI (health informatics/digital health work).

The Program Consultant provides advanced knowledge and expertise on the technical, operational, and/or policy direction of products and services within an assigned portfolio, ensuring recommendations and decisions are informed by industry standards, best practices, and emerging trends. They facilitate trust and confidence among stakeholders by anticipating challenges, identifying opportunities, and providing expert guidance to support the consistent and effective development, implementation, and evolution of products, services, and practices across the organization.
The Program Consultant, Data Stewardship and Quality (DSQ), works within a matrix team to help develop, improve and implement corporate quality frameworks, tools and processes. They support projects focused on data and information quality, as well as other data stewardship and governance initiatives. A key part of the role is working with both internal and external stakeholders. This includes understanding and responding to their needs related to data quality and metadata, explaining methods and results, providing expert advice on tools, methods and best practices, and gathering feedback to improve the products, tools and services offered by the DSQ team.
1. Provide advice and subject matter expertise on the direction, development, and evolution of products, services, or practices within an assigned portfolio.
2. Gather, analyze, and synthesize complex information to inform recommendations and decision-making.
3. Contribute to the development and refinement of standards, methodologies, policies, frameworks, or processes, ensuring alignment with industry standards, best practices, and organizational requirements.
4. Advise on and support the implementation and application of standards, frameworks, or practices across the organization.
5. Engage and collaborate with internal and/or external stakeholders to understand requirements and challenges, provide guidance, and support the adoption of products, services, or practices.
6. Apply subject matter expertise to projects and initiatives, including identifying risks, anticipating challenges, and recommending solutions.
7. Support and participate in stakeholder engagement activities, including consultations, working groups, and committees, and represent the organization externally, as appropriate.
8. Develop presentations, documentation, and guidance materials to communicate complex concepts to diverse audiences.
9. Monitor emerging trends, risks, and issues within the assigned portfolio and provide recommendations to support continuous improvement.
10. Contribute to business planning, reporting, and evaluation activities, as required.
11. Provide guidance and knowledge sharing to support team learning and development.
• Undergraduate degree in Health Sciences, Epidemiology, Biostatistics, Health Economics, Public Policy, Data Science or related field.
• Minimum 5 years of relevant experience in a Data Stewardship and Quality (e.g., policy, program delivery, data/information management, research, digital health, or a related field).
• Demonstrated leadership experience.
• Experience working in a matrix environment and contributing to cross-functional initiatives.
• Experience engaging stakeholders and providing advice to support decision-making and adoption of products, services, or practices.
• Advanced knowledge and expertise in Data Stewardship and Quality, with the ability to apply knowledge in varied organizational contexts.
• Strong critical thinking skills, with the ability to synthesize complex and ambiguous information into clear insights.
• Ability to provide sound advice and influence decision-making based on evidence, best practices, and professional judgment.
• Strong understanding of frameworks, standards, and methodologies relevant to the assigned Data Stewardship and Quality (e.g., policy, program delivery, data/information management, research, digital health, or a related field) and the ability to support their implementation and application.
• Excellent communication and knowledge translation skills, with the ability to tailor messaging to diverse audiences.
• Proven ability to build relationships, engage internal and external stakeholders, influence outcomes in environments with competing priorities.
• Ability to translate strategic direction into practical guidance that supports implementation and adoption.
• Strong organizational and time management skills, with the ability to manage multiple priorities independently in a matrix environment.
• Sound judgment, including the ability to assess risks and implications to support informed decisions.
• Demonstrated commitment to continuous learning and awareness of emerging trends and leading practices.
• Primary locations: Toronto or Ottawa.
• Occasional travel may be required.
• Must comply with all CIHI workplace policies, including privacy and confidentiality.
• Fluency in English is required, bilingualism in both official languages is an asset.
