Within the context of the Provincial Digital Health & Information Services (PDHIS) lower mainland consolidated area that provides services to Vancouver Coastal Health, Providence Health Care, and Provincial Health Services Authority and other lower mainland consolidated services (VPPL), the Senior Systems Analyst reports to the Manager or designate.  This is a senior professional level job that works with great independence within a multi-site health care environment and is responsible for providing leadership and direction on the support and development of new and existing complex PDHIS systems/solutions.

The Senior Systems Analyst provides work direction, reviews workload, ensures completion of work assignments, and refers issues to Supervisor.  Participates in the recruitment and selection of staff, instructs, and demonstrates to PDHIS staff, and provides input to the Supervisor regarding staff performance as requested.  The role functions as a senior resource and consults and collaborates with interdisciplinary team members and other professionals to promote excellence in patient/client centered care and education utilizing a broad-based understanding of systems relationships to carry out in-depth systems analysis. Carries out an advanced level of troubleshooting across complex systems, such as conducts feasibility studies, examines, and identifies problems, recommends solutions and modifications; and develops specifications for complex system applications, resourcing costs and implementation plans. 

Provides technical/system guidance, advice, and consultation by collaborating with physicians, nurses, allied health professionals, other PDHIS and technical teams utilizing considerable knowledge of the computing environment and SQL, clinical information systems, electronic medical record (EMR) application, ITIL incident and change control process, and Agile methodology. Collaborates and represents PDHIS to various partners, vendors, and technical groups by developing and maintaining relationships as required.  Provides application and technical support for Oracle Health’s EMR; creates reports and carries out work using considerable knowledge of Medical Logic Modules and data structures as well as proficiency in DCP Tools, Bedrock, Discern Visual Developer (CCL) and Discern EKM Rules.  Performs system design, configuration, testing, remediation efforts and implementation.  The Senior System Analyst examines and identifies problems with existing systems and recommends modifications to and/or new systems, detailed work and project plans, and product roadmaps.

What you’ll do

• Provide work direction, guidance, mentoring and coaching of staff; assist with work priorities within the portfolio; resolve day-to-day operational systems issues; and determine related training requirements and refer unresolved operational and staffing issues to the Leader.
• Assist with recruitment of staff by reviewing applications and providing feedback on technical qualifications of candidates; participate on interview panels in conjunction with the Leader; and rate candidates’ answers. Assist with training of new staff and provide input to the Leader regarding staff performance as requested.
• Carry out in-depth systems analysis; ensure errors/deficiencies are corrected; provide an advanced level of troubleshooting across complex systems (remote and onsite); plan, develop and build and implement configuration changes; assist with all levels of testing (e.g. unit, functional, regression testing); and propose hardware and/or software modifications or upgrades to enhance the overall system by utilizing advanced technical knowledge and aptitude.
• Provide input and suggestions on complex develops/build activities to ensure system functionality and effective results retrieval processes, coordinate acceptance and/or user sign-off and user acceptance schedules for major system changes, and ensure both user needs, and clinical systems needs are addressed. Provide on-site presence as needed and verbal and written feedback/formal documentation to the leadership team and working/advisory groups on major system changes or major incidents and potential clinical workflow changes.
• Provide input into disaster preparedness plans by participating in the development and maintenance of downtime procedures and participating in downtime/disaster exercises.
• Develop application support processes, procedures and standards; create comprehensive system and operational documentation e.g. specification documents for current and future workflow; standard operating procedures for application/technical support; incident reports; system enhancement reports; system health check and remediation recommendations in collaboration with various clinical, technical, application and/or vendor groups
• Function as a senior systems analyst by coordinating complex large/medium initiatives and projects. Assist with all phases of the project including planning, analyzing requirements, and performing feasibility/impact analysis, assisting with plans, develops and builds activities, testing, and participating in implementation and go live/activation support on site.
• Develop and implement project work plans, prepare project status reports and presentations. Participate in the creation of testing strategies, briefing notes, go live plans, remediation strategies, service desk documents, STRAs and project sign off/approval documents.
• Attend meetings to provide input on operational requirements of the area, meet with senior staff/leaders to determine priorities and needs; support clients in identifying technical/system deficiencies, provide options and present to decision makers, negotiate with client departments and other project teams, and provide user training as required.
• Liaise with vendors or third-party services personnel to troubleshoot and remediate issues, monitor service level agreements and response times, collaborate with vendors on patches and releases, create detailed Service Requests documents, and contribute to the development of Requests for Proposals (RFP) documentation to be sent to vendors.
• Lead and/or attend team meetings, participate in team discussions and projects, and actively participate in and/or supports continuous quality and process improvement activities by reviewing job workflow, reporting system issues and errors, and providing input/feedback to the Leader such as identify roadblocks and inefficiencies, and propose possible solutions.
• Perform other related duties as required.

Qualifications

• Graduation from a recognized degree or diploma program in Computer Science, four years' recent related experience, or an equivalent combination of education, training and experience.

• May be required to travel and/or participate in an on-call rotation.
• Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples in social and health contexts, including supported by significant knowledge of Indigenous-specific mandates, including clear understanding of and commitment to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety and Humility.
• Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within health care settings. This involves familiarity and understanding Indigenous Cultural Safety and Humility recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change.
• Demonstrated knowledge and understanding of legislative obligations and provincial commitments within Provincial Digital Health & Information Services (PDHIS) contexts found in the foundational documents including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - BC Human Rights Code, BC Anti-racism Act and how they intersect across the health care system.
