PRIMARY FUNCTION

In this role, the Professional Practice Leader provides overall clinical and technical leadership for the provincial Ventilator Equipment Pool, including the development and delivery of best‑practice, evidence‑based clinical and professional services, in accordance with the mandate of the Ministry of Health – Assistive Devices Program (ADP).

 

Key responsibilities include oversight of the adjudication of Applications for Funding for Ventilator Equipment and Supplies through the monitoring and auditing of claims to ensure compliance with Ministry of Health ADP general and medical eligibility criteria. This includes reviewing claims for prescription accuracy, assessing the clinical appropriateness of prescribed equipment, and providing guidance on best practices for ventilator‑assisted individuals (VAIs). In addition, the Professional Practice Leader provides clinical expertise to inform the development and implementation of technology‑enabled respiratory care for ventilator‑assisted individuals and other users of home respiratory equipment, including remote ventilator data download and new initiatives. The role supports respiratory clinicians across the province by offering expert clinical guidance in the analysis and interpretation of remote ventilator downloads and by addressing complex equipment and technology‑related questions.

 

The Professional Practice Leader is responsible for the recruitment, mentorship, coaching, and professional development of direct reports, including Respiratory Therapists, Biomedical Technologists, purchased service providers, RT Clerk(s) and VEP Clinical Learning Specialist. The role also contributes to fiscal, legal, inventory, and resource management; quality assurance and system integration; leadership and change management initiatives; staff supervision and development; and the development and maintenance of policies and procedures.

 

Together with the VEP Program Manager, the Professional Practice Leader serves as a 24/7 on‑call resource for Respiratory Therapists conducting home visits during evenings, weekends, and holidays, as well as for Respiratory Therapists providing after‑hours on‑call service. This availability supports the management of complex and high‑risk situations.

 

The Professional Practice Leader is accountable for contributing to the delivery of KHSC's strategy by demonstrating an awareness of and actively promoting patient and family centred care.

 

 

 

RESPONSIBILITIES & DUTIES INCLUDE:

• Responsible for the development, implementation, coordination, evaluation, and continuous quality improvement of high‑quality services for home ventilator users across Ontario. This includes the development and maintenance of policies and procedures; participation in equipment acquisition through competitive procurement processes (e.g., Requests for Proposals); optimization of equipment servicing, repair, and recycling practices; and leadership of, or participation in, equipment recall activities.
• Leads and supports ongoing process improvements through audits of in-home service(s), data analysis to identify patient and service trends, participation in research initiatives, and the integration of evidence‑based practice and expert consensus. Oversees the development, management, evaluation, and continuous improvement of patient care, service delivery, and program initiatives.

• Ensures the implementation and adherence to appropriate Infection Prevention and Control (IPAC) processes to support safe and effective operations. Conducts comprehensive risk assessments to identify and quantify potential risks and implements mitigation strategies accordingly. Ensures that all program processes are compliant with privacy legislation and other applicable regulatory and legislative requirements.
• Leads the recruitment, selection, and hiring of staff and purchased service providers and provides ongoing mentorship, coaching, and professional development. Ensures appropriate staffing and scheduling of direct reports, conducts performance management and supervision, fosters effective team building, and promotes continuous learning and professional development.
• Serve as a clinical resource for internal and external stakeholders by providing expert guidance on treatment options, best practices, equipment selection, and effective navigation of the health care system.
• Provide oversight of the adjudication of Applications for Funding for Ventilator Equipment and Supplies by monitoring and auditing claims for compliance with the Ministry of Health – Assistive Devices Program (ADP) general and medical eligibility criteria. This includes reviewing claims for prescription accuracy, assessing the clinical appropriateness of prescribed equipment, and providing guidance on best practices for ventilator‑assisted individuals (VAIs).
• Provide leadership and support for the Clinical Learning Specialist role and establish priorities, goals, and deliverables for the development of client and staff education programs.
• Covers for VEP manager, as needed.

BASIC QUALIFICATIONS:

• Minimum of a 3-year college diploma in Respiratory Therapy from an accredited program.

• Minimum of 3 years’ recent clinical experience as a Registered Respiratory Therapist, including experience with chronic ventilator-assisted individuals and demonstrated involvement in clinical leadership, program development, or quality improvement initiatives within a healthcare setting.
• General certification of registration with the College of Respiratory Therapists of Ontario (CRTO)
• Advanced clinical knowledge of ventilator-assisted care and respiratory technologies
• Strong clinical judgment and critical thinking in complex patient and equipment scenarios
• Ability to interpret and apply clinical standards, policies, and provincial program requirements (e.g., ADP)
• Leadership and coaching skills to support staff, clinicians, and service providers
• Effective communication and interpersonal skills with diverse stakeholders (patients, families, clinicians, government agencies)
• Analytical skills to review data, identify trends, and support quality improvement initiatives
• Problem-solving skills in high-risk, time-sensitive situations (e.g., equipment failures, patient safety concerns)
• Knowledge of healthcare legislation, privacy standards, and regulatory requirements (e.g., PHIPA)
• Ability to manage competing priorities and provide support in a 24/7 operational environment
• Proficiency with healthcare technology systems, including remote monitoring and data interpretation tools
• Proven ability to attend work regularly.
• Satisfactory criminal reference check and vulnerable sector search required.
